You will serve as a Supervisory Information Techonology Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas. The employee supervises/directs on site and remote technical staff that fluctuates throughout the year, depending on the workload and disaster activity levels, in the planning, designing, and operation of complex IT systems in a variety of operating environments.

Duties

As a Supervisory Information Techonology Specialist at the GS-2210-13, some of your typical work assignments may include: Translates complex user requirements into technical specifications involving disaster loan and disbursement operations, monitoring high-volume loan processing, managing varying personnel and tracking employees locally and in various remote locations. Serves as the Center's authority and representative regarding IT matters that involve long- and short-range national plans for the technical enhancement of systems. Acts as primary consultant to local department heads on all IT matters. Provides response to disaster activity by deploying technology related equipment and support inhouse and to disaster sites. Ensures Center preparedness by acquiring, maintaining, and supporting response equipment and staff. Sets work standards, performance requirements, and communicates priorities. Revises work schedules to meet changes in production workload and processing time requirements. Performs complex and advanced application studies. Evaluate systems analysis for assigned systems. Performs studies on agency disaster loan making needs and requirements, which become the basis for obtaining and/or developing advanced IT applications to meet such needs as requested. IMPORTANT NOTES: THIS POSITION IS LOCATED AT THE FORT WORTH OFFICE. This is a Permanent position, which is a competitive service status position with a full-time work schedule. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment. Extended hours of duty (10 to 14 hours a day, 7 days a week) may be required. The PDC Ft. Worth, TX location is conveniently located near the Dallas-Fort Worth International Airport and DART/TRE Station. In addition, employees are eligible to apply for transportation subsidy to utilize the local DART/TRE bus/rail transit system. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. Employee's residing within commuting distance of the PDC may be required to physically report to the PDC five days per pay period or more often as determined by Department Management. A valid driver's license may be required. Qualifications

Individual Occupational Requirements Basic Requirements This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Leading or supervising projects, or groups of employees; Assessing Information Technology needs or user requirements and translating them into technical specifications; Identify deficiencies and solutions to ensure proper operation of agency/organization Information Technology systems; and Interacting with managers, employees, and/or external customers to convey the status/resolution of issues and/or recommendations for improvement.
