This position is located in Transmission's Internal Operations Management (TEB), Business Intelligence and Integrity (TEBI), Engineering and Technical Services (TE), Transmission Services (T) in the Bonneville Power Administration (BPA).
A successful candidate in the Program Analyst position will serve as a technical lead responsible for the analytical and evaluative processes related to BPA's capital and expense reimbursable programs, and contract support activities.
Duties
As a Program Analyst, you will:
Provide direction as a financial expert for the implementation and administration of project budget/cost and work processes which are necessary to perform the functions and/or support activities required of the transmission organization.
Oversee, facilitate and report on project lifecycle including execution, forecast, trend analysis and project budget/cost variance analysis.
Provide direction and leadership implementing contract support activities which includes process oversight, timely payment of contact invoices and monthly input and monitoring of accruals.
Serve as a subject matter expert in support of the Transmission Engineering and Technical Services management team with responsibility for developing, implementing, and evaluating programs and policies associated with the customer reimbursable financial programs and costing operations.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: Applying a wide range of concepts, laws, policies, and regulations to 1) interpret and apply financial management and analysis of a capital or expense reimbursable program and to 2) use project management principles, methods, and practices to develop plans and schedules, estimate resources required, define milestones and deliverables, monitor activities, and evaluate and report on accomplishments on assigned project(s).
