This vacancy is for a Budget Analyst in the International Trade Administration within the Department of Commerce.
Duties
As a Budget Analyst, you will perform the following duties:
Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones.
Contributing to the formulation, justification, and execution stages of the budget process for the agency.
Tracking progress of organizational budgetary resources through all phases of the budget cycle.
Providing expert advice and assistance to managers and budget staffs on all phases of the budget program.
Interpreting legislation, policies and guidance, and employ methodologies and tools to formulate responses and respond to requests for information/data calls.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Contributing to the review, analysis, and revision of budget estimates; drafting justification statements and budget execution plans; analyzing, interpreting and applying legislative, policy and regulatory decisions to assist in the development of budgetary plans and policies; and analyzing budget execution for a program or organization.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Specialized experience is defined as experience: Independently reviewing, analyzing, consolidating and revising budget estimates; writing justification statements and budget execution plans; analyzing, interpreting and applying complex legislative, policy and regulatory decisions to develop budgetary plans, policies and guidance; and analyzing budget execution for a national-level program or organization.
