You will serve as a BUSINESS AND INDUSTRY SPECIALIST in the PUBLIC WORKS BUSINESS LINE of NAVFAC NORTHWEST.

Duties

You will serve as a Contracting Officers Representative and Program Manager for Facility Services and Facility Support Contracts. You will audit statements of work and cost estimates for proposed task orders and contract modifications to ensure consistency in approach and services between functional areas of the contract. You will coordinate development of new and innovative processes and contract vehicles for maintenance/ facility management and base operations support contracts You will assist in planning and conducting pre/ post-award conferences to ensure compliance with, and full understanding of, contractual requirements and to preclude unauthorized changes or alterations in contract provisions. You will monitor contract closeout procedures and ensure that written technical completion statements are prepared by the appropriate performance assessment personnel for each installation's task orders. You will coordinate and/or develops project criteria, schedules, and budgets in conformance with project and customer requirements.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating and/or developing project criteria, schedules, and budgets in conformance with project and customer requirements; 2) Developing and refining contract related management process changes and develop new and innovative solutions to contract service requirements and execute difficult and highly complex or controversial projects with far-reaching scope and effect; 3) Analyzing funding requirements and allocations to various supported Navy client commands and communicate requirements to financial representatives of those commands; 4) Maintaining customer funding allocation tables, as well as financial data sufficient to respond to customer data calls related to their contract funding and cost projections; and 5) Analyzing statements of work and cost estimates for proposed task orders and contract modifications to (within defined dollar limitations) to ensure consistency in approach and services between functional areas of the contract.
