You will serve as a BUSINESS & INDUSTRY SPECIALIST (FACILITY SUPPORT CONTRACTS PROGRAM MANAGER - REGIONAL CONTRACTING OFFICER'S REPRESENTATIVE) in the FSC PRODUCT LINE of NAVFAC NORTHWEST.
Duties
You will coordinate and/or develop project criteria, schedules, and budgets in conformance with project and customer requirements.
You will apply judgment and expertise to develop sound technical approach to projects ranging from custodial and grounds maintenance to complex electrical utility maintenance and ensuring environmental compliance.
You will provide technical advice and guidance to the FSC CORs regarding contract management and administration.
You will develop and refines contract related management process changes and develops new and innovative solutions to contracted services requirements.
You will audit and author statements of work and cost estimates for proposed task orders and contract modifications to (within defined dollar limitations) to ensure consistency in approach and services between functional areas of the contract.
You will provide technical direction to the contractor(s) regarding management and administration of the contract(s).
You will monitor Contractor deliverable submissions and coordinates timely technical input from others for conformance to contract requirements.
You will analyze funding requirements and allocations to various supported client commands and communicate to financial representatives of those commands.
You will maintain customer funding allocation tables, as well as financial data sufficient to respond to customer data calls related to contract funding and cost projections.
You will serve as the Facility Support Contracts Manager and Procuring Contracting Officer's Representative (PCOR).
Requirements

- You will be required to obtain and maintain a current valid United States driver's license.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating and/or developing project criteria, schedules, and budgets in conformance with project and customer requirements; 2) Developing and refining contract related management process changes and develop new and innovative solutions to contract service requirements and execute difficult and highly complex or controversial projects with far-reaching scope and effect; 3) Analyzing funding requirements and allocations to various supported Navy client commands and communicate requirements to financial representatives of those commands; 4) Maintaining customer funding allocation tables, as well as financial data sufficient to respond to customer data calls related to their contract funding and cost projections; and 5) Analyzing statements of work and cost estimates for proposed task orders and contract modifications to (within defined dollar limitations) to ensure consistency in approach and services between functional areas of the contract.
