About the Position: The incumbent serves as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales (FMS) programs which involves the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the foreign countries.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Plans and/or initiates development and assures that designated country('s) programs and other FMS countries as assigned are developed to cover all missions assigned to the program based on data furnished.
Assists in the development, preparation, negotiation, and implementation of plans, terms of reference, agreements and memorandums of agreements between U.S. and designated countries.
Establishes and maintains liaison with the various DA/DOD agencies involved in matters relating to program planning, logistics management, and related program management activities of the assigned FMS cases.
Provides guidance and assistance to mission organizations for expediting appropriate action, assessing impact of program changes and incorporating program changes as necessary to fulfill program requirements.
Participates in weapon system program planning and program management reviews.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to maintain/obtain a SECRET clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
- This position requires temporary duty (TDY) travel up to 30% of the time.
- A one-year probationary period may be required.

Specialized Experience: One year of specialized experience which includes: 1) Coordination and synchronization of Foreign Military Sales (FMS) case requirements; 2) Functional allocation of foreign military sales FMS case requirements;3) Management of case line development, execution, and closure, and; 4) Serving as liaison with Security Assistance Management Directorate (SAMD) responsible for functions such as: program management, cross-functional coordination, contract requirements, Work Breakdown Structure (WBS) task development, and technical support.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
