This position is established to help the medical center meet the goals/priorities and resulting performance standards emanating from the VHA Vision and Strategic Plan which are intended to maximize and improve on the delivery of health care to our veteran patients. The incumbent serves as the administrative point of contact within all areas of the Radiology department to assure a unified approach to maximizing patient treatment and medical center funding.

Duties

Duties include but not limited to: Has responsibility for handling administrative problems and concerns impacting the MRI, CT, Ultrasound, Special Vascular Ultrasound, Angio/Interventional, Mammography, Bone Density, General Radiology, Outpatient Radiology, Nuclear Medicine and other areas as assigned. Performs Vista Radiology which includes Nuclear Medicine Imaging and Picture Archive and Communication System (PACS) support activities. Supervises ADPAC duties within Radiology Service and coordinates support throughout the medical center. Coordinates all administrative aspects of VA training needs of clinic clerical staff, with Education Service as set forth in VA Regulations and guidelines. Resolves all conflicts (scheduling, staffing and other) at the lowest level, having frequent interaction with individuals at all levels in the VA, Regional Office and VISN. Initiates, establishes, develops and implements comprehensive policies, processes and procedures through direct contact, telephone and/or written analysis to monitor success. Develops, oversees, and maintains data in a format which provides current information necessary for use in the decision making process. Assists in overseeing a variety of activities such as credentialing of health care providers and registration of Residents to ensure providers are licensed, privileged and have appropriate computer access codes according to regulatory requirements. Plans, organizes and conducts briefings and meetings pertaining to changes to existing programs, program development, implementation and progress. Independently outline boundaries for studies or assignments, determine needed resources, coordinate efforts of others involved, implement, collect and analyze data and develop recommendations. Directly supervises and manages the activities of other various administrative employees. Planning the work of subordinate employees and establishing operational priorities and work assignments, developing performance standards and evaluating subordinate work products and performance, interviewing and selecting recommendations for applicants for vacant positions within the sections, recommending staff assignments, training and promotions, executing disciplinary actions and recommending measures in more significant situations and developing and implementing methods to improve productivity and/or increase the quality of services provided. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes, but are not limited to: experience in working with internal and external customers; Preparing administrative reports; and working independently on administrative duties in a clinical setting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level applicants must have a Ph. D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree that demonstrates the KSA's. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate education that demonstrates the KSA's for the position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is performed mainly in a sedentary manner; however, walking, standing, reaching, bending, pulling, and carrying medical records is required.
