About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA Field Operating Agencies and Staff Support Agencies, G-3 Operations, Readiness and Mobilization in the Pentagon, VA.
Duties
Serves as a Security Manager within the Operations and Technology Division, Operations, Readiness, and Mobilization Directorate, HQDA ODCS G-3/5/7, Department of Army.
Responsible for oversight functions and operational integration of Army Special Access Programs (SAPs).
Assists in administering the internal Operations Security (OPSEC), information, personnel, physical, industrial, information systems, and technical security programs that have worldwide impact.
Assists in development of all security programs and evaluates existing programs for adequacy and efficiency.
Resolve complex OPSEC and traditional security problems.
Responsible for TOP SECRECT (TS) Document Control.
Apply security concepts in support of assigned Special Access Programs (SAP) and sensitive activities (SA).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Must be able to obtain and maintain a Top-Secret clearance based on a single-scope background investigation (SSBI) and be eligible for sensitive compartmented information (SCI) indoctrination.
- Position requires TDY at least 25% of the time.

Specialized experience is defined as experience 1) administering a Special Access Program, to include access control; AND 2) implementing a physical security program to maintain accreditation.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
