Applicant serves in Business Office at the Gulf Coast Veterans Health Care System ( Biloxi VAMC ) and has decision-making authority, responsibility, and accountability on issues affecting the Business Office. S/He works closely with peers in other programs and service lines to meet the needs of internal/external customers. Knowledge of overall eligibility and enrollment.

Duties

Evaluates programs for efficiency and productivity to support healthcare systems in the Business Office. Oversees contracts and fiscal management as it relates to various Medical Administration Service programs. Provides Eligibility, Enrollment, Scheduling, lodging service and decedent Affairs, which are all critical to the Revenue Cycle, Compliance and Business Integrity,Data Validation, and New Employee Orientation. Provides the vision for development of monitors in measuring all data input. Participates in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment. Serves as point of contact at the outpatient clinics to assist in answering inquiries related to patient processing, beneficiary travel, decedent affairs, scheduling,and legal enrollment and eligibility requirements and shares information pertaining to recent VHA directives, handbooks, or policies having a direct impact on patient processing, beneficiary travel, decedent affairs, and legal enrollment and eligibility requirements. Writes and develops polices as it relates to Enrollment/Eligibility/Decedent Affairs/Lodging operations. Writes and coordinates the use of Service level agreements between Medical Administration Service and the Care Lines and other Administrative Services Responsible for producing executive reports and analyzing dashboards for effective service-wide improvements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilize and understand medical terminology used by the staff. Apply knowledge of the functions of the various services of this hospital and how they interact. Manage a large organization by delegating work, communicating efficiently, effectively manage time. Apply administrative regulations concerning the management of the service including personnel management and fiscal reporting. Act as a central source of information for internal and external customers regrading laws, regulations and practices administered by Medical Administrative Service OR, Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required You will be rated on the following Competencies for this position: CommunicationComputer SkillsEmployee DevelopmentTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary but requires sitting, walking, standing, bending and carrying light items such as books, files, end office supplies to produce a large volume of work under stressful situations. Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package.
