Will serve as the Section Chief of the Business Office for the Gulf Coast Veterans Healthcare System. Reports directly to the Assistant Chief, Medical Center Operations, Medical Administration Service (MAS) and in their absence, the Chief, MAS while providing leadership and managerial support for substantial operations to fulfill the VA mission. Provides a high-level leadership support to MAS, upper management, and clinical services.

Duties:
Effectively evaluates programs for efficiency and productivity to support healthcare systems in the Business Office.
Oversees contracts and fiscal management as it relates to various MAS programs.
Must possess vast computer knowledge in creating and capturing data.
Must have the ability to communicate effectively with executive leadership and community stake holders.
Comprehensive knowledge of pertinent laws, regulations, policies, guidelines, and procedures is required.
Reviews work in progress or upon completion and spot checks work as deemed necessary to assess the quality and quantity of work produced by each employee.
Responsible for leave administration, incentive awards programs, motivation and morale, administrative disciplinary actions, recruitment and placement, position management and classification, preparing position descriptions, overseeing semiannual and annual evaluations, counseling employees whose performance is marginal or unsatisfactory and implementing continuing education activities.
Monitor purchases to ensure that cardholders conduct daily purchase card reconciliations within the required time frame and reconciliations are correct.
Coordinating and supporting mechanisms for successful data entry.
Oversees programs that require in-depth training with the MAS Trainer to ensure that MAS and other identified Medical Center staff are educated and accountable for data management.
Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly, or annually to management.
Intervenes and resolves elevated disputes between the Veteran and other staff.
Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care.
Provides technical advice and expertise to the GCVHCS staff and management concerning patient processing, beneficiary travel, decedent affairs, scheduling, mailroom and legal enrollment and eligibility requirements for services.
Writes and updates facility level policies that may be applicable to new VHA directives and works with other cross functional clinical areas and administrative service chiefs to complete medical center memorandums regarding the covered areas.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
You may qualify based on your experience as described below:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in planning, developing and executing assigned fiscal, labor, personnel and training functions.
Experience advising military personnel of veteran eligibility and benefits during demobilizations, post deployment health screenings.
Experience communicating with ancillary services, Congressional offices, VISN and Central Office personnel, veterans and visitors via mail and telephone regarding patient inquiries, updates, congressional inquiries, etc.
Experience in handling decedent affairs, lodging benefits, travel benefits, and enrollments for veterans.
Experience in handling ambulance contracts, COR functions, exams, and IPPS software systems-
Experience in working directly in or oversight of a VA call center using Cisco unity or GNAV software.-
Experience using MSS/HR Smart software for recruitment actions.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping,
and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
