This is a management position, in the Office of the Medical Administration Service , whose responsibility is to represent both the Medical Center Director (MCD) and the Chief of MAS on all administrative matters occurring when assigned to other than a normal tour of duty. The Supervisory Medical Administration Specialist is delegated full authority and responsibility to exercise the MCD's prerogative in medical administrative matters.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to meeting the above requirements, you must also meet one of the following minimum requirements for the grade level that you are applying.
To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience:
Resolve staff complaints concerning working conditions and related matters, and provide referral services to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.
Train and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields.
Review data and information for trends, problem areas, and make recommendations to management to resolve issues.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED)

Combination of Specialized Experience and Education: Combinations of successfully completed graduate level education (in excess of the first two graduate years or 36 semester hours)and experience may be used to meet total qualification requirements for this grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms. The work area is adequately lighted, heated, and ventilated.
