The Program Specialist position at Gulf Coast Veterans Healthcare System is assigned to the Associate Medical Center Director, Associated Director of Outpatient Operations, Associate Director of Patient Care Services or Chief of Staff and are under their direct supervision. Gulf Coast Veterans Healthcare System (GCVHCS) consists of to serve Veterans across three states, Mississippi, Alabama and Florida.
Duties
Duties of this position include:
1. This position will include daily interaction with the members of the facility Executive Leadership Team (ELT), their Executive Assistants, Secretaries and Service Chiefs.
2. Administratively responsible for the daily operations of the Director's office.
3. Advising and instructing administrative personnel in all GCVHCS Services concerning such matters as directives, reports, correspondence, and telephone procedures.
4. Serves as subject matter expert for all administrative processes, providing guidance and training on administrative policies, procedures, and common rules of written correspondence.
5. Draft's memorandums coordinates conferences, including preparation of agenda, notification of participants, and arranging luncheons and similar matters.
6. Effectively manage situations in which Veterans and family members may be upset; de escalates situations involving Veterans and staff members.
7. Prepares agenda and conducts training in all phases of administrative procedures such as correspondence, telephone procedures, publications, directives, and reports.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:
Greeting and interacting with a variety of individuals from high-ranking executives to lower level employees.
Performing progressively complex secretarial duties in an office or medical environment.
Answering Incoming telephone inquires and correspondence
Composing, proofreading, editing correspondence, memorandums, policies, etc contain correct format, grammar, spelling, punctuation
Utilizing software such as Microsoft office (word, excel, power point and outlook)
Scheduling appointments and conferences.
Interpreting rules, regulations, and policies; ensuring all correspondence, policies, memorandums, etc.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
Combination of Specialized Experience and Education: Combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (transcripts required).

Physical Requirements: Work in sedentary. No special physical qualifications required. It requires sitting, walking, bending and carrying light items such as books, papers and files. Work is performed in an office setting.
