The Office of the Chief Human Capital Officer is seeking individuals to serve as Human Resources Business Partner (HRBP) or Human Resources Specialists (HRS) to support various facets of HR programs. Develops short-and long-term strategies and execution plans that support the mission of the organization and the Agency. The HRBP/HRS supports complex organizations with evolving missions, large volumes of workforce issues, intricate organization structures, and a high-level of customer engagement.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as a Human Resources Business Partner (HRBP)/Human Resources Specialist (HRS) to consult and work with customer organizations to develop HR strategies and execution plans that support the mission of the organization.
Provides HR guidance by assessing strengths, weaknesses, and effectiveness for organizations; defines and explores options to expand or enhance organization capabilities; and develops strategies for improving organizational effectiveness.
Provides expert HR advice on Federal and Agency policy interpretation on regulatory and policy guidance to management officials and customers.
Advises on and provides HR solutions to a range of complex operational and strategic issues delivering business solutions on HR issues and concerns in collaboration with management officials and customers.
Partners with managers and other HR teams to integrate HR management, development tools, strategies and business knowledge to identify needs and opportunities regarding complex issues for the organization.
Proactively obtains, interprets, and presents HR briefings, analysis, metrics to management to inform decisions; facilitates communication and understanding of organization goals and potential HR solutions.
Leads or serves on team(s) as the HR subject matter expert/HR representative or specialist.
Mentors other HRBPs and HRS on HR consulting practices to develop talents and skills in relation to HR functional areas (e.g., performance management, awards, position management, student programs, learning and development, employee/labor relations).

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Providing human resources management consultative services to support business activities of an organization;
Identifying, evaluating, and recommending solutions utilizing regulations, policies and/or human capital principles to resolve human resources matters to support organizations' programs;
Reviewing and analyzing data or information to support business and human capital decisions.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Providing strategic, human resources management advisory/consultative services in support of an organization's business operations;
Researching, analyzing and evaluating human resources issues and recommending strategic business solutions;
Partnering with customers and other functional areas to analyze data trends or information to drive strategic business and human capital decisions.
