Duties

Serves as the Programs Director, Family and Morale, Welfare and Recreation (FMWR) for a small/medium garrison with full responsibility and managerial authority to plan and direct FMWR programs on a complex multi-mission Army installation. Develops broad mission requirements and objectives; plans for accomplishment of objectives; reviews status and progress; provides management guidance and direction; and provides advice and/or decision on policy matters. Directs and oversees FMWR programs activities. Develops organizational vision, goals, plans, and objectives. The FMWR programs encompass: Nonappropriated Funds Resource Management Division, (NAF Financial Management, Marketing, Major Construction, Private Organizations, Commercial Sponsorship, Property Management, Internal Review and Management Controls, Supply, Warehouse and Maintenance, Public-Private Ventures, Information Technology and Contracting programs). Community Recreation Division, (Sports and Fitness, Entertainment, Automotive, Parks and Picnic Areas, Library, Arts and Crafts, Community Activity Centers, Better Opportunities for Single Soldiers (BOSS), Outdoor Recreation, and Leisure Travel). Community Business Division, (Clubs, Food-Beverage-Entertainment-Bowling-Golf- Recreation and Mobile Snack Facilities, Theme Restaurants, Rod and Gun Clubs, Lodging Operations, and NAF Recycling program). The Director, FMWR oversees all phases of major projects to ensure integration and coordination within established time-frames and maintains FMWR goals and objectives. Ensures programs are consistent with commitments and policy, as well as measurable performance criteria. Conducts periodic program review and analysis briefings. Represents the Garrison Commander for FMWR activities and serves as the principal advisor and authority on matters impacting the FMWR programs. Exercises the full range of personnel management responsibilities. Provides technical guidance and administrative oversight through direct and indirect supervision of subordinate supervisors and employees.

  • This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression for a Director FMWR. Experience must reflect multiple FMWR program work. Possess demonstrated leadership and oversight of a successful profit generating medium/large business organization, ensuring programs and activities are managed and operated on a sound financial basis or demonstrated experience taking corrective action. Possess demonstrated ability to execute Human Resources Program, supervise personnel to include subordinate supervisors, and execute organization personnel management responsibilities. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. Possess demonstrated experience overseeing all phases of Capital Purchase and Minor/Major Construction Programs (CPMC), guaranteeing integration and coordination are within established timeframes. Experience must be in multiple FMWR type programs. Possess experience with development and execution of Long-term (5 year) Strategic Planning pertaining to the operation of FMWR programs and activities. Possess experience to execute an effective acquisition and financial management plan to include demonstrated ability to determine resource needs and allocation of resources for federal, state and/or local government budgets and analysis of financial data. Possess experience developing and implementing policies and procedures appropriate to FMWR programs and activities. Five years' experience with Non-Appropriated Funds (NAF) policy, regulations, and/or finance. Work experience and knowledge of principles, methods and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data to include data modeling, value management, and evaluating key financial indicators, trends, and historical data. Experience in utilizing statistical data to evaluate a process and make recommendations for organization programs; consolidating data to present final briefing and analyze new concepts/techniques to determine organization compliance.
