About the Position:
This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. For Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year-round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun.
Duties
Directly supervise the Training Management Oversight Division (TMOD) in the USAACE G3 provides guidance to the subordinate Brigade and Directorate CORs.
Serve as a consultant and advisor to the USAACE G3, who also has the role as the Portfolio Manager for USAACE Training Contracts, and Command Group for all activities associated with the training mission.
Make broad assignments to subordinate Branches and CORs policy and direction to be followed implementing the Student Manning Document Requirements (SMDR) training requirements for USAACE Aviation Training Mission.
Give advice and technical assistance to subordinates on major program or project related issues.
Serve as a mediator in resolving controversial issues or problems arising between division personnel, Mission and Installation Contracting Command (MICC), Army Contracting Command (ACC), training requirements and customers.
As the Aviation Training Program Manager, assumes full responsibility for all operational and managerial duties in the division.
Ensure the CORs are prepared for the Functional Review Board (FRB) and the Executive Review Board (ERB).
Brief the ERB on contract under his/her control to the U.S. Army Aviation Center of Excellence (USAACE) Command Group as necessary.
As necessary conduct routine site visits to various MICC office sites, customer offices, TRADOC, contractor offices, various DA Staff offices to discuss contract execution.
Responsible for multidisciplinary training supported by contracts valued at over $900M.
Requirements

- This position requires to obtain and maintain a Secret clearance.
- This position requires to travel outside of the duty station 5% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: I have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes: 1. Advising senior level staff on Aviation training program management functions, resource management, and constraints. 2. Managing aviation training program and associated support contracts which directly impact the training mission. 3. Conducting or participating in studies to determine effectiveness of short and long-range planning strategies and impacts to Aviation budget, manpower, and training. AND 4. Execute personnel management work to include evaluating employees and effecting disciplinary measures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
