About the Position:
Serve as the Director of the United States Army Aviation Center of Excellence G3 and Program Manager for Aviation Training as well as Portfolio Manager for Aviation Contracts in support of the training mission. This position is located at Fort Novosel, Alabama.
Duties
Serve as principal advisor to the USAACE Command Group, USAACE staff and subordinate commands on USAACE policies, programs, orders, plans and procedures.
Maintain liaison with higher headquarters on all USAACE G-3 and USAACE staff activities and represents USAACE at conferences, meetings and seminars.
Serve as director of major studies and/or projects directed by higher headquarters that impact on the USAACE mission, programs, or operations of the directorate and USAACE Headquarters.
Develop Command policies, plans and procedures to implement directives to ensure complete coverage of all facets of activities.
Review regulations issued by higher headquarters and determine the impact on USAACE operations and functions.
Provide technical training management advice and planning guidance to the USAACE CG and DCO.
Attend key decision and/or policy making conferences on training and mobilization requirements for the Aviation School conducted by local, TRADOC, or HQDA agencies.
Represent the USAACE Command Group and Aviation Enterprise in meetings on or off Fort Novosel with U.S. Army Active, Reserve, and National Guard components.
Immediate supervisor to three separate GS-14 Division Chiefs and as higher-level reviewer for all GS13 Branch Chiefs, CORs, GS13 Instructor Pilots and Headquarters Section personnel.
Identify developmental and training needs of employees to provide and/or arrange for needed development and training.
Oversee and direct the Commanding General’s Flight School which reports directly to the DCG and CG on all flight training issues involving the USAACE Enterprise.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a Secret clearance.
- Defense National Relocation Program will NOT be authorized.

Specialized Experience: One year of specialized experience which includes: 1) Manage short- and long-range Aviation planning programs that include multi-year work plans which are the products of subordinate organizational projects/programs. 2) Direct the planning, scheduling, and carrying out of major Aviation programs. AND 3) Performing supervisory and managerial duties including determining long range staffing and organizational needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
