About the Position:
Serve as the Chief, Civilian Programs Division, U.S. Army Aviation Center of Excellence (USAACE) G-1, sharing with the Director the full scope of responsibility for providing technical advice and assistance in various civilian program areas to all levels of management officials within USAACE. This position is located in Fort Novosel, Alabama.
Duties
Plan and carries out civilian program areas to include strength management, personnel accountability, awards, manning levels, classification, workforce development, recruitment and placement, performance management, and/or other special programs.
Assure that all policy, regulatory, and program issuances are properly integrated with other staff actions and fully supportive of the mission requirements, equal employment opportunity objectives, and the Federal merit system.
Anticipate problems that management may encounter and accomplishes preventive management projects to best serve management's goals.
Obtain information through site visits, reports, review of known or suspected problem areas, and other appropriate sources to determine civilian programs need.
Plan and draft civilian management policies and guides to meet the needs and goals of the USAACE.
Supervise a staff composed of technical leaders/senior analysts engaged in the administration and management of the civilian personnel program for USAACE.
Plan and assign work to be accomplished and sets priorities.
Provide advice, counsel, or instructions to civilian personnel on technical work and administrative matters.

Keep abreast of new developments and regulatory guidance from higher authorities to provide interpretative guidance to organizations and subordinate directorates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a Secret clearance.
- This position requires that the employee occasionally travel away from the normal duty station up to 10% of the time.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Regulations and an agency determination that a PCS move is in the Government Interest.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Providing guidance, oversight, and/or administrative support regarding civilian human resources programs. 2) Initiating a variety of civilian personnel actions. 3) Composing a variety of administrative and personnel related correspondence. AND 4) Conducting studies regarding workforce dynamics in order to develop short and long-term organizational plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
