This position for The Defense Information Systems Agency is at Fort Meade, Maryland .
Duties
Analyzes authorization and appropriations legislation for impact on assigned programs or funds.
Analyzes and interprets agency/DOD/OMB budget and program guidance. Reviews, compiles, summarizes, and prepares budgetary data contained in PBD/budget guidance.
Reviews, analyzes, edits, and consolidates budget submission data.
Prepares assigned portions of the command, agency, or Presidential budget and required supporting justification.
Projects impact on assigned business or program area. Identifies requirements short-falls and trade-offs and prepares appropriate supporting documentation.
Develops budget/program processes, procedures and guidance for the executing financial management plans and programs.
Allocates funds individual organizations/programs based on an analysis of budget estimates, historical expenditures, projected workload, and approved funding.
Provides management with financial information such as: financial reports showing the status of receipts, obligations, expenditures of funds, and trend analyses of rates of expenditures
Requirements
- Must be a U.S. Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a Level 2 Financial Management certified position.
Qualifications
Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience at the GS-12 level is defined as experience identifying, analyzing, and resolving a wide range of budgetary problems; experience utilizing financial systems to research and analyze data pertaining to the budgets; and experience processing funding documents and managing spend plans.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience at the GS-13 level is defined as experience with programming, budget formulation, budget justification and presentation, and budget execution; and experience processing funding documents, and managing spend plans.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
