Duties

You will serve as the SUPERVISORY QUALITY ASSURANCE SPECIALIST (QAS) (SHIPBUILDING) in the NON-DESTRUCTIVE TESTING (NDT)/WELDING DIVISION CODE 135 in NORFOLK, VA. You will be accountable for the quality and delivery of department programs and products, report directly to the Quality Assurance Director and supervise a subordinate staff performing the work of the department. You will plan, direct and administer the work of the division, set and adjust short and long-term priorities, prepare schedules for completion of work assignments and provide redirection as required. You will engage with Production Management, Project Teams, Senior Contractor Management, Ship’s Force, TYCOM, and NAVSEA to ensure timely and technically acceptable solutions are identified for the repair and modernization of U.S. Naval vessels. You will support and carry out EEO policies and communicate support of these policies to subordinates, ensuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a mastery knowledge of Quality Assurance principles, concepts, and application. Experience applying a mastery knowledge Non-destructive Testing (NDT) Programs including experience as an NDT Level III, managing and supervising all aspects of a NDT Program. Experience applying an expert knowledge of budget process and mission financial controls including funding pillars per the Office of Chief of Naval Operations (OPNAV) Capabilities Plan (CP) model, reimbursable funding utilization, importance of actual execution charges versus CP model notional funding levels, and the ability to prioritize mission funding to effectively comply with regulations and support Fleet priorities. Experience consulting as a technical expert and applying broad experience as an advisor in matters pertaining to state-of-the-art technology, directing in-depth studies and investigations to analyze and resolve critical problems. Experience evaluating and understanding contractually invoked language, references and documents to determine contractor compliance to contracts.
