You will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Non-Destructive Testing (NDT) / Welding Code 135 Division, Quality Assurance Management (Deputy DH) Code 130A, Quality Assurance Department Head Code 130, of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will develop and manage Standard Operating Procedures and command instructions to allow for the implementation of higher-level directives. You will develop and defend division budget for manpower charges of direct, indirect, and overtime as well as division awards budget management. You will managing the command NDT qualification program for both government service and I-level personnel. - Overseeing the Radiological Affairs Support Program execution. You will oversee the Radiological Affairs Support Program execution. You will plan, develop, and set long range and short-range plans, work schedules, and assign work to subordinates. You will oversee recruiting and hiring efforts in the Quality Assurance Department Code 135 division and approves personnel actions and related expenses such as timekeeping, overtime, training, travel, and promotions. You will participate as directed in the successful execution of MARMC's Strategic Business Plan. You will demonstrate experience with Labor Relations, Employee Relations, Union Negotiations, EEO.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Proving a current or former qualification as an NDT level III examiner. Evaluating and understanding contractually invoked language, references, and documents to determine contractor compliance to the contract. Demonstrating knowledge and experience with Regional Maintenance Center policies, programs, organization, and technical operations; Ship Repair Industry and In-Service Engineering Agent/Original Equipment Manufacturer relationships related to fleet maintenance. Utilizing knowledge and experience in communicating with, Commander, Naval regional Maintenance Center (CNRMC), counterparts at other RMCs, and industry partners on matters related to Quality Assurance Non-Destructive Testing, including research, review and determination of applicable laws, regulations, policies, scope, limitations, and financial concepts as related to quality controls and oversight of navy contracted work. Demonstrating knowledge and experience in successfully managing diverse teams of 10 (ten) or more military and/or civilian professionals in the administration and execution of commercial or military programs related to ship repair, modernization, and overhaul. Identifying a plan to translate leadership experience and knowledge into the sustainment and advancement of the Contract Administration Quality Assurance Program (CAQAP).
