About the Position: Responsible for the preparation of comprehensive Real Estate Design Memorandums (REDM) and Real Estate Plans (REP). Responsible for the coordination, review, and preparation of real estate data for US Army Corps of Engineers (USACE) planning studies.
Duties
Serves as the Real Estate Project Delivery Team (PDT) member responsible for the coordination, review, and preparation of comprehensive Real Estate Design Memorandums (REDM) and Real Estate Plans (REP) for USACE planning studies and reports.
Reviews authorizing documents to become familiar with the project and the area involved, and to verify the officially designated location of the authorized project.
Conducts field inspection of proposed right-of-way to determine the number of landowners, tenants, farms, and business to be displaced; estimates all costs to be incurred as a result of compliance with Public Law 91-646, title II.
As a Senior Realty Specialist and District Quality Reviewer, reviews documents prepared by others to ensure technical accuracy and compliance with appropriate regulations.
Develops non-standard estates and prepares the request for policy deviation and approval of non-standard estate which is submitted to the Director of Real Estate at Headquarters USACE.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position may be subject to a one-year probationary period.
- Temporary travel (TDY) of up to 25% of the time may be required.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Analyzing and applying acquisition laws and regulations associated with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Public Law 91-646), AND 2) Coordinating the acquisition of lands, easements, or rights-of-way as required for civil works projects, AND 3) Writing, reviewing and correcting technical correspondence, AND 4) Researching and identifying real property ownership and title deficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent, GS-11 for the GS-12 grade level.
