About the Position: This position serves as a Section Chief, Acquisition Branch, New Orleans District Real Estate Div. with responsibility for planning, scheduling, budgeting, supervising, and reviewing section activities through subordinate Realty Specialists. Section activities consist of acquiring all real estate interests required to support construction, operation, and maintenance of USACE projects in accordance with applicable laws/regulations within the District's area of responsibility.
Duties
Oversees implementation of the program for in-leasing and real property acquisition, including providing acquisition assistance, guidance, and advice to non-Federal sponsors.
Coordinates briefs to the Branch Chief regarding day-to-day acquisition activities; provides both administrative and technical expertise to subordinate team members.
Advises and mentors section employees engaged in conducting negotiations and assisting local sponsors.
Conducts complex negotiations for the acquisition of real property and various interests therein, such as fee, easements or servitudes, in-leases, permits, etc., required in accomplishing the Civil Works mission of the District.
Examines title certificates to determine activities to be conducted towards clearing title deficiencies and to provide technical guidance to subordinate staff.
Requirements

- Perform Business Travel up to 25% of duty time - Temporary Duty (TDY).

Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 in the federal service which includes: 1) Directing and advising clients, sponsors, and team members on the acquisition of major project lands, easements, real property and rights-of-way, AND 2) Preparing reports recommending acceptance of proposed counteroffers, acquisition or condemnation of property, AND 3) Performing the more complex acquisitions involving acquisition of partial interests, high value property, and/or relocation of residents or businesses requiring extensive coordination and negotiation with many different property owners.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
