About the Position: Serves as Chief, New Orleans District Real Estate Division with responsibility for planning, directing, and coordinating the real estate program of the District which includes project planning, appraisal, acquisition, management and disposal of real property, and Real Property Accountability duties required to accomplish the mission of the district, assigned regional work, and support for Federal, State and local agencies in accordance with laws, regulations, and policy.

Duties

Serves as Chief of Real Estate Division, managing the work of the New Orleans District through subordinate supervisors who are assigned responsibility for major elements of the program. Provide comprehensive real estate support for an office including acquisition by purchase, lease, or condemnation to ensure compliance with all applicable regulations. Negotiate contracts involving roads, railroads, cemeteries, or utility lines to ensure the organization’s interests are represented. Recommend changes to real estate program objectives to correct identified problems that have an adverse impact on the organization. Execute real estate program for an office including overall planning, programming, or direction of assigned functions. Direct office workforce engaged in planning, appraising, budgeting, mapping, acquiring, managing, or disposal of land to ensure real estate program objectives are met. Develop plans for the organization’s real estate program efforts to resolve issues that require long-term comprehensive planning. Coordinate with management officials on issues related to planning, scheduling, or execution of real estate programs to ensure objectives are met. Oversee the work of subordinate supervisors to ensure they are effectively managing their assigned real estate programs. Maintain cooperative relationships with higher headquarters, agencies, or political entities to ensure organization’s interests are represented.

Requirements

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • One-year probationary period may be required.

  • Supervisory probationary period for 1 year maybe applicable.

Specialized Experience: One year of specialized experience which includes 1) advising senior leadership (GS-15/COL and above) at higher headquarters with technical advice and guidance on Real Estate matters; AND 2) researching, interpreting and directing the implementation of Federal statues, regulations, policy and directives, and procedures affecting assigned functions; AND 3) overseeing acquisition, management and disposal, appraisal, and internal planning and control functions; AND 4) performing supervisory duties such as overseeing work activities, hiring, performance management, development and mentoring of workforce.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent, GS-14 for the GS-15 grade level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
