This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD.
About the Position: This position is located with the Army Sustainment Command, Executive Director for Support Operations, Rock Island IL.
Duties
Manages assigned systems/units to ensure material resources are properly allocated to support timely fielding of new items and appropriate cascading of replaced items.
Serves as a subject matter expert and represents the unit/Line Item Numbers (LINs) at meetings that address the resolution of critical system/equipping related issues that may involve high-level officials from other areas, commands, or agencies.
Develops, maintains, and distributes presentations and supporting meeting materials from stakeholders in support of equipment working groups.
Analyze and prioritize readiness with equipment on hand (EOH) and solutions for Army to include all assigned systems to ensure equipment and systems are fielded and distributed to meet Army priorities, equipment and system distribution plans.
Utilizes various logistics systems (i.e. DST, GCSS-A, LMP, GFEBs, etc.) and Microsoft Suite to provide analysis, requirements, information papers, executive summaries (EXSUM), significant activities (SIGACTS), and guidance to enterprise.
Provides input to directorate and divisions for briefs to Army leadership.
Design and conduct comprehensive management studies and prepare solutions to broad management problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Tier 3 Secret Security Clearance.
- Temporary duty travel of 25% may be required.

You will receive credit for all qualifying experience, including volunteer experience. Specialized experience GS-07: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: preparing and/or presenting information, documents, and materials to inform internal or external stakeholders/colleagues and utilizing automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).

Education Substitution for Specialized Experience for GS-07: Successful completion of one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Supply Management, Logistics. (Note: You must attach a copy of your transcripts.) OR completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above.

Combination of Experience and Education Substitution for Specialized Experience for GS-07: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Specialized experience GS-09: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: developing instructions and/or written guidance to support a mission or project and utilizing automated systems to perform analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).

Education Substitution for Specialized Experience for GS-09: Successful completion of at least a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Supply Management, Logistics. (Note: You must attach a copy of your transcripts.)

Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

Education Substitution for Specialized Experience for GS-11: Successful completion of at least a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Logistics, Supply Management. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at 100% to qualify.
Specialized experience GS-12: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: analyzing the effectiveness of the materiel/unit readiness programs; conducting studies to recommend solutions to equipping shortages; developing instructions for the implementation of equipment fielding redistribution and excess; and utilizing automated logistics management systems to monitor logistics programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
