About the Position: This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
This position is subject to a salary control point equivalent to the GS-14, step 10 base salary. If the incumbent's salary currently exceeds this level, the salary control point will be at the incumbent's existing salary.
Duties
Manage cost, scheduling, and performance in all phases of assigned programs.
Define, establish, and/or direct organizational focus on challenging and highly complex projects.
Interpret technical guidance on program management, planning, and evaluation of complex technical programs.
Interface with Program, Project, and Product managers to develop project office support for international programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Incumbent must be able to obtain and maintain a Secret clearance.
- The incumbent must complete certification-related training requirements in the SC Area of Acquisition Management within 3 years.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes: 1) Managing cost, scheduling, and performance in all phases of assigned programs to include requirements definition, development, testing, acquisition, fielding, and sustainment; 2) Serving as a technical advisor to personnel on Foreign Military Sales (FMS) case requirements and/or functional allocation of FMS case requirements and Administrative Operations; and, 3) Establishing program objectives and requirements to improve the status of programs, budgets, costs, and/or schedules.
This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
