This vacancy is for a Congressional Affairs Specialist position in the, Office of Congressional & Intergovernmental Affairs, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Experience providing support on activities associated with Congressional members and representatives, governmental officials, constituency groups and other stakeholder organizations. Prepares Census Bureau officials for hearings or briefings before Congressional members, committees, and staff relative to the Census Bureau programs, budget, policies, legislative positions, and proposals. Assists in advising the Director of the Census Bureau on all Congressional Affairs matters. Coordinates the efforts to plan and prepare for briefings, hearings, meetings, and other external events involving congressional members and staff, to increase their understanding of the Census Bureau work, mission, and resources. Completes other duties as assigned and provide temporary additional assistance in support of major censuses such as Economic, Decennial, and other current surveys.

Specialized Experience For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Specifically this experience must include for this position includes (1) maintaining a professional working relationship with congressional staff and other external stakeholders, (2) communicating complex issues, both in person and in writing, (3) preparing background and briefing materials and preparing a principal for public testimony or other public appearance (4) assessing the needs of principals, government officials, and other stakeholders regarding how to affect a desired policy or project result, (5) monitoring proposed legislative actions and providing advice on intent and scope. Education: Education can not substitute for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
