As a Lead Constituent Services Representative with Congressional, Legislative and Intergovernmental Affairs (CLIA), you will serve as a technical specialist on programs and benefits administered by the U.S. Office of Personnel Management (OPM).
Duties
Provides technical advice and lends assistance and guidance to House and Senate Members, Committees, their staffs, and active and retired Federal employees in response to inquiries concerning OPM programs.
Interprets and clarifies instructions and explains OPM procedures in response to requests concerning casework matters. Information furnished is accurate and considered authoritative and may form the basis for decisions and recommended action affecting the rights and benefits of constituents.
Answers casework correspondence, in writing and verbally, and represents the agency in meetings with congressional staff, their constituents, and Federal employees, as necessary.
Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization: making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks, and ensuring that each employee has an integral role in developing the final team product.
Qualifications
Applicants must have one full-time year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service (or equivalent) performing ALL the following duties:
Managing customer casework, including analyzing cases, routing cases to appropriate offices for action, and preparing correspondence to customers;
Serving as a liaison to Congressional offices regarding an organization's programs and policies; and
Providing technical advice on federal benefits programs, including federal retirement and insurance programs.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
