This position is located in the Department of Policy & Evaluation, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to SES, MCC uses a pay banded system to compensate employees. This position is pay band 2B which is generally equal to SES in pay only.

Duties

The Deputy Vice President (DVP)-Policy is a member of the MCC senior staff. As a DVP, the incumbent serves as a key member of the Department's management team - taking on responsibilities as assigned by, and reporting directly to, the Vice President for Policy and Evaluation (VP/DPE).The DVP: Provides executive-level leadership and direction to ensure that Corporate objectives and Departmental objectives are given the appropriate strategic direction, priorities, and resources; and that these initiatives are carefully monitored to track progress against assigned time tables. Supervises Threshold, Selection and Eligibility, and DPE Policy Front Office units as assigned by the Vice President. Provides strategic direction, monitors program implementation, and oversees personnel decisions made by the subordinate supervisors. Supports and reinforces the operation and development impact of MCC's Threshold program, working closely with the Managing Director for Threshold. Conducts periodic assessment of ongoing functions and resource allocation to ensure calibration for a portfolio of programs that fluctuates in size and geographic distribution. Serves as a recognized Agency expert on MCC's foundational model and operationalization of core principles: selectivity, country ownership, and accountability for results. Establishes strong working relationships and communications channels with the agency's senior managers and helps address systemic issues that arise with matrix management. Seeks to integrate the work of staff with that of the other divisions and the country teams. Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the divisions meet their stated goals, and identifies areas where operational efficiency or emerging areas of collaboration can be enhanced. Participates in policy planning and development deliberations, as well as strategic planning sessions dealing with short-term challenges and to clarify the future direction of DPE. Provides leadership to supervisors in the preparation of strategic planning documents, issue and option papers, and briefing documents. Serves as the Vice President's trouble shooter and confidant where particularly sensitive or controversial matters arise that require an especially high degree of tact, diplomacy, and program knowledge. Maintains regular contact and relations with counterparts/partners in USG agencies, partner countries, and other entities. Represents the agency to governments, the private sector, nongovernmental organizations (NGOs), and academia. Travels several times a year to MCC partner countries & other locations as assigned. Shares fully in the day-to-day operations and management and may serve as the VP as needed. Performs administrative and human resource management functions relative to the staff supervised. Ensures a continuing affirmative application of MCC policies concerning equal employment opportunity. Performs other related duties as assigned.

Qualifications

To qualify for Pay Band 2B: Applicants must have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience providing advice to senior executives and staff on country eligibility, policy improvement and reform, economic analysis monitoring and evaluation and knowledge management in an international development context; experience representing the organization in high level initiatives with stakeholders (e.g., international organizations and financial institutions, U.S. government agencies public and private donor agencies, multilateral financial institutions, foreign governments, and experts on development policy, NGOs); and experience leading and managing multi-disciplinary and multicultural teams and directing and supervising the activities of subordinate staff in a fast-paced and dynamic environment. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS-15 to be eligible for pay band MC- 2B.
