This position is located in the Department of Policy & Evaluation, within the at the Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to SES/SL in pay, MCC uses a pay banded system to compensate employees. This position is pay band MC-2B which is generally equal to SES/SL pay only.
Duties
The Deputy Vice President (DVP)-Evaluation is a member of the MCC senior staff. As a DVP, the incumbent serves as a key member of the Department's management team - taking on responsibilities as assigned by, and reporting directly to, the Vice President for Policy and Evaluation (VP/DPE).The DVP:
Provides executive-level leadership and direction to ensure that Corporate objectives assigned to DPE and DPE Departmental objectives are given the appropriate strategic direction, priorities, and resources; and that these initiatives are carefully monitored to track progress against assigned time tables.
Supervises Economic Analysis and Monitoring and Evaluation divisions in DPE as assigned by the Vice President. Provides strategic direction, monitors program implementation, and oversees personnel decisions made by the subordinate supervisors.
Plays a key role to ensure effective operation of the matrixed functions related to economic analysis and monitoring and evaluation, for which DPE shares co-responsibility. Participates in Compact & Threshold program development, re-scoping and evaluation activities as requested by the VP, or established by agency process.
Establishes strong working relationships and communications channels with the agency's senior managers and helps address systemic issues that arise with matrix management.
Seeks to integrate the work of staff with that of the other divisions and the country teams. Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the divisions meet their stated goals, and identifies areas where operational efficiency or emerging areas of collaboration can be enhanced.
Works closely with the Chief Economist to ensure DPE delivery and function aligns with technical evolution of MCC economic tool kit and with the agency's strategic priorities.
Serves as a recognized Agency expert on a broad range of economic analyses, program evaluation, and learning topics and draws on this to provide strategic and technical advice to MCC officials & employees.
Contributes to the development of a community of practice on economic methods & evaluative approaches as well as internal and external dissemination of results and learning in collaboration with others as required.
Provides leadership to DPE supervisors in the preparation of strategic planning documents, issue and option papers, and briefing documents.
Serves as the Vice President's trouble shooter and confidant where particularly sensitive or controversial matters arise that require an especially high degree of tact, diplomacy, and program knowledge.
Maintains regular contact and relations with counterparts/partners in USG agencies, partner countries, and other entities. Represents the agency to governments, the private sector, nongovernmental organizations (NGOs), and academia. Travels several times a year to MCC partner countries & other locations as assigned.
Shares fully in the day-to-day operations and management of DPE and may serve as the VP in their absence.
Performs administrative and human resource management functions relative to the staff supervised. Ensures a continuing affirmative application of MCC policies concerning equal employment opportunity.

Qualifications
To qualify for Pay Band 2B:
Applicants must have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3a (GS-15) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience providing advice to senior executives and staff on country eligibility, policy improvement and reform, economic analysis monitoring and evaluation and knowledge management in an international development context; experience representing the organization in high level initiatives with stakeholders (e.g., international organizations and financial institutions, U.S. government agencies public and private donor agencies, multilateral financial institutions, foreign governments, and experts on development policy, NGOs); and experience leading and managing multi-disciplinary and multicultural teams and directing and supervising the activities of subordinate staff in a fast-paced and dynamic environment. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 2B.
