With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, our Office performs the legal work for the United States Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than five hundred total employees, more than four hundred of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.
Duties
This position is located within the Department of the Interior, Office of the Solicitor, Departmental Ethics Office, duty stationed in Lakewood, CO or Washington, DC.
At the full performance level GS-13 the major duties of this position include but are not limited to the following:
1. Analyzes ethics processes and develops and manages electronic tracking systems for ethics records (e.g., ethics advice emails, memos and approval forms, Federal Advisory Committee lists, Freedom of Information Act requests).
2. Manages long-term projects and special non-recurring projects, which involve defining problems, gathering data, and coordinating, analyzing, evaluating, compiling, and preparing final.
3. Serves as technical lead supporting the DEO with online communications and training systems. Researches, analyzes, and evaluates existing online learning sites for possible application by the Program.
4. Coordinates, tracks, and monitors program related actions communicating results regarding the status of program and/or personnel actions.
5. Prepares various reports and memorandums, creates templates, formats data and tabulates information in final form ensuring the material complies with prescribed formats, policy, regulations and other data requirements. In conjunction with human resources, prepares fiscal documents and reports for supervisory and management team approval/review.
6. Develops standards and guidelines to advise management and staff of new regulations and administrative procedures affecting administration of the office. Assists in development of new office procedures to increase efficiency with minimal supervision.
7. Prepares required reports for DOI and the office of Government Ethics (OGE) (e.g., bi-annual reports to OGE listing travel expense donations from non-Federal sources; and annual OGE Ethics Office summary report). Gathers and prepares materials for periodic DEO reviews and audits conducted by DOI and OGE.
8. Develops and manages program records systems including (but not limited to) ethics program files, correspondence, advisory opinions, memoranda of understanding (MOUs), and training records ensuring they are adequate to meet or exceed OGE program review (audit) requirements.

*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications
To qualify for this position you must meet one of the following below for the grade to which you are applying.
GS-12
Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line programs (financial disclosure, training operations in meeting established goals and objectives).
2) Conducting studies on assembly, analysis, and interpretation of data (i.e. monitoring ethics training, financial disclosure data, staff professional development, budget development and analytics, advice and counsel trends, etc.).
3) Planning, organizing, completing project assignments requiring coordination of work.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Formulating programs such as financial disclosure, training operations in meeting established goals and objectives.
2) Conducting studies on assembly, analysis, and interpretation of data (i.e. monitoring ethics training, financial disclosure data, staff professional development, budget development and analytics, advice and counsel trends, etc.).
3) Planning, organizing, completing project assignments requiring coordination of work.
4) Utilizing administrative/financial data systems.
(MUST MEET AT LEAST THREE OUT OF THE FOUR)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
