Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is: To serve as CONR-1 AF (AFNORTH & AFSPACE) senior program analyst for the Special Access Programs Office.

Duties

Plans, organizes, and directs the activities of the Special Programs Office, ensuring that the Special Technical Operations Branch of the Advanced Programs Office complies with legal and regulatory requirements and meets customer needs. Applies Air Force Special Operations, STO and special program expertise to develop and evaluate detailed real world and exercise plans, goals, and objectives for STO and special program issues. Develops the purpose, objective, and attendee list for STO/Special Program related meetings and conferences and leads the CONR-1AF (AFNORTH & AFSPACE) STO/Special Programs working group through discussion and the appropriate planning process. Analyzes the design development, and population of selected STO related databases. Prepares and delivers oral presentations such as briefings, training sessions, consultation, and strategy sessions with other staff service functions and activities to secure cooperation, resolves controversial matters, and conveys information relative to proposed changes in assigned STO/special program projects.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required.
  • Rated Air Force aviator experience (e.g., electronic warfare officer, navigator, pilot) is highly desired.
  • Employee will be required to report all foreign travel and contact with foreigners while in this position.
  • Department of Defense certification, Security Fundamentals Professional Certification and Security Asset Protection Professional Certification (SAPPC)
  • Conferral is required within 2 years of the established employee EOD/initial assignment date to this position Accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) Comprehensive knowledge of long-range doctrine, joint vision, and strategic planning goals and objectives and of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations (IJSTO), acquisitions, special operations, rescue, Information Operations, Cyber Operations, or similar operations; (2) Knowledge of the application of military rated aviator (e.g., air battle manager, pilot, or navigator) expertise as it applies to assigned programs and assigned weapons systems;(3) utilizing command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of long-range doctrine, joint vision, and strategic planning goals and objectives and of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations (IJSTO), acquisitions, special operations, rescue, Information Operations, Cyber Operations, or similar operations. 2. Knowledge of the application of Air Force military rated aviator (e.g., air battle manager, pilot, or navigator) expertise as it applies to assigned programs and assigned weapons systems; Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations, acquisitions, special operations, rescue, Information Operations, Information Security, Cyberspace Operations, or similar operations. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and service command operational and contingency areas; and applying complex security concepts and principles to meet mission requirements and improve security of STO/SAP programs. 4. Knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input to CONR-1 AF (AFNORTH & AFSPACE), Combatant Commands, MAJCOMs, and HHQs. .5. Knowledge of safety and security regulations, practices, and procedures. Ability to communicate effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. .PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
