The primary purpose of this position is to serve as a Contract Officer Representative (COR) in support of the Supply Service Contract. Provides oversight, surveillance, analysis, documentation and reporting on all aspects of the Supply Service Contract. Specializing in all aspects of series guidance and requirements. The term QAP or COR can be used inter-changeably.
Duties
Plan, develop, organize, administer, evaluate, and coordinate an extensive comprehensive acquisition and supply service and management quality assurance programs.
Represent and use experience and detailed knowledge of Supply Services and Management to draft contractual requirements and ensure task or requirements fall well within the Supply Services being provided.
Negotiate and coordinate issues pertaining to supply operations, management, and quality assurance for the installations supply commodities being stored and maintenance of constantly changing inventories.
Determine accuracy of indirect costs applied to Supply Services and Management operations and perform periodic and systematic surveillance and spot checks of Supply operations using the Quality Assurance Surveillance Plan.
Serve as a technical expert on Contract Officer Representative quality assurance related matters, advising top management, staff and operating officials, and supervisors on principles and techniques of quality assurance.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is gained while performing various duties with knowledge of acquisition, standard contracting regulations, practices, and procedures, evaluating contracted services, providing facility operations support, planning, and executing quality assurance and contract officer representative rules, regulations, principles, methods, techniques, and practices to develop contract requirements and evaluate contractor performance.

EDUCATION: Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree or LL.B. or J.D., if related to the position to be filled. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of supply management policies, procedures, programs and functions to evaluate contractor performance.
2. Knowledge of quality assurance principles, practices and procedures, sampling methods/techniques, procurement procedures and policy.
3. Knowledge of inspection techniques and supply management and warehousing processes.
4. Knowledge of standard contracting regulations, practices, and procedures; ability to gather, analyzes, and presents facts.
5. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy.
6. Knowledge and understanding of basic computer software (e.g., power point, word processing, excel).
PHYSICAL DEMANDS: Work is approximately 55% sedentary and requires walking to and throughout supply facilities; conducting surveillance of contractor personnel working in various functions across supply facilities. Critical processes are designed to provide effective and efficient parts/supplies management for tenants who service aircraft and support sortie generation 24/7. In addition to the work performed at a desk, the duties regularly require walking, standing, or bending while observing operations, witnessing operations, or examining material and processes in conjunction with the job requirement.
WORK ENVIRONMENT: Work is performed in an office setting and within Supply Services contract areas and across various management facilities. Work is also performed in geographically separated sub-site areas, occasionally requiring eye and ear protection.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
