You will serve as a FINANCIAL MANAGEMENT ANALYST in the Resource Management Division of PERS WASHINGTON.
Duties
You will serve as a developmental/entry level financial analyst trainee with primary responsibility providing financial analysis and reporting and
completing a wide variety of financial duties related to carrying out the mission of the department.
You will participate with supervisors/senior financial management analysts in performing all aspects of planning, analysis, formulation,
justification, presentation, execution and review of assigned portions of program/budget estimates and exhibits.
You will participate with supervisors and/or senior financial management analysts in performing budget formulation work involving preparation
of detailed analyses and estimates of funding needs for one or multiple budget years.
You will utilize skills in Microsoft Excel to efficiently manage and organize data into comprehensive spreadsheets.
You will use your thorough understanding of financial laws, guidance, regulations and standard operating procedures to ensure adherence to financial standards.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintain work independently on routine, continuing assignments; 2) Define policies, precedents, regulations, and guidelines of a functional area such as financial oversight and audit in order to analyze and evaluate financial reports and/or supporting documentation; 3) Acquire the ability to use and obtain financial management systems and software applications; and 4) Identify the identification, analysis and conceptualization of budgetary problems and assist in the development of alternative solutions is required.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinate functions, goals, objectives and work processes, sufficient to related needs and accomplishments to anticipated audit analysis; 2) Oversee the commonly used budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization; 3) Analyze and interpret sources of information and applying it to specific areas of work; 4) Define basic knowledge and understanding of military pay policies, precedents, procedures, and regulations; and 5) Provide clear, concise and organized written information regarding analysis of financial reports and testing of financial activities to internal and external stakeholders.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Have successfully completed a Ph.D.or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.

Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

Have successfully completed two full years of progressively higher-level graduate education leading to a master's degree.
