About the Position: Serves as the Safety and Occupational Health Manager for a military controlled port. Responsible for full range of safety program management principles to include marine terminal operations; the transport of hazardous materials; industrial safety and occupational health responsibilities.
Duties
Monitor the installation Safety and Occupational Health (SOH) program execution in supported organizations to determine compliance with policies and regulations and for areas where process improvements can be made.
Provide technical leadership and guidance to journeyman safety professionals, assisting them in resolving the especially complex and difficult problems and cases where guides are very general or lacking.
Review and analyze accident and incident reports, standing operating procedures (SOPs), organizational and program documents, and all other information and regulations available in order to detect problem areas and to determine compliance policy.
Plan, coordinate, evaluate and provide technical advice for the command-wide safety program in the framework of applicable laws.
Interpret regulations, standards, procedures, methods, and techniques applicable to a broad-range of safety and occupational health duties that include industrial hazards and the transport of hazardous materials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent of this position must be able to obtain and maintain a Secret security clearance.
- Incumbent may be required to travel up to 15% to perform duties.
- Incumbent may be required to serve a two year probationary period.
- Physical examinations are required initially and annually to ensure employee meets physical requirements of an Emergency Essential position.
- This position is designated as emergency-essential (E-E). During a crisis situation, the incumbent, or designated alternate, may be required to deploy or to perform temporary duty assignments overseas in support of military operations.

Specialized Experience: One year of specialized experience which includes conducting safety and occupational health inspections in order to determine safety and health procedures are in compliance with OSHA or DoD guidance. Experience must include integration of Risk Management with marine terminal operations and the transport of hazardous materials, to include arms, ammunition and explosives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
