The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Capital Improvements Division, HQ Air Force Services Center. Plans, organizes, develops, and oversees the activities of the Capital Improvements Division.

Duties

1. Plans, organizes, and oversees the activities of the Capital Improvements Division, HQ Air Force Services Center. 2. Exercises supervisory personnel management responsibilities 3. Represents Capital Improvement Division with a variety of installation and functional area organizations. 4.Coordinates and actively manages the provision of Air Force Morale, Welfare, and Recreation (MWR) and Lodging professional project management services for planning, design and construction of facilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to GS-13 grade level or equivalent in the Federal service. This specialized experience includes, but is not limited to establishing, revising, or reviewing policies, procedures, and mission objectives and goals pertaining to facility operations; researching and recommending appropriate actions or interpretation of issues that impact organization or installation; and managing and monitoring the project management services for planning, funding, design, and construction of facilities from inception to completion. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, laws, mission, roles, functions, organizational structures, and operation of OSD, DoD, military organization headquarters, and other agencies that govern, interface with, and/or influence the AF MWR and Lodging Services programs. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. 6. Ability to collaborate, both orally and in writing at appropriate levels with organizations both inside and outside AFIMSC, AFSVC, the Air Force, DoD and its agencies, and the Federal Government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
