The employee will serve as the Records and Information Management Specialist and will provide technical assistance in the program area of records and information management. The incumbent will also be responsible for assisting in the development and implementation of the full range of policies, procedures, training, tools, and techniques for FHFA's Records and Information Management Program, including agency forms and policies.

Duties

Position Overview The FHFA Records and Information Management Specialist works in OTIM and provides technical assistance in the program area of records and information management. Under the management of the Supervisory Records and Information Management Specialist and the Senior Records and Information Management Specialist, the incumbent is responsible for assisting in the development and implementation of the full range of policies, procedures, training, tools, and techniques for FHFA's Records and Information Management Program, including agency forms and policies. Major Duties & Responsibilities The Records and Information Management Specialist duties listed below are at the EL-12 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Serve as a senior subject-matter expert for the Records and Information Management Program, including agency forms and policies. Provide subject matter guidance and training to employees and contractors on records and information management practices, policies, and federal records management requirements. Develop records and information management training materials and tools for employees and contractor personnel, including records liaisons. Coordinate projects and programs affecting the creation, maintenance, use, disposition, and preservation of records, regardless of physical form, to ensure compliance with FHFA's policies and procedures. Implement and maintain records and information management policies and procedures. Ensure that the FHFA Records and Information Management Program operates in compliance with NARA, OMB, and FHFA requirements. Maintain and implement the agency's records retention and disposition schedule. Coordinate with NARA to develop schedules and ensuring that they are current, as well as procedurally and technical correct. Plan and schedule the transfer of permanent records to the NARA and temporary records to the Federal Records Center (FRC). Serve as a member or subgroup lead on project teams on records and information management issues and direct assignments of more junior records and information management staff. Administer electronic records management functionality (eRM) in the Information Management System (IMS) to include retention and disposition, reporting, and testing of system enhancements. Recommend and implement continuous improvements to records and information management processes and procedures. Conduct records and information management reviews and evaluations. Report findings and develop recommendations for the Senior Records and Information Management Specialist's review. Work with offices to implement follow-on action plans and progress reporting. Maintain the agency's vital records program. Develop the file plans for administrative and program offices. Train records liaisons to effectively use their file plans and follow the appropriate records retention and disposition authorities. Prepare reports, develop databases and tracking tools, and administer projects for the Supervisory Records and Information Management Specialist and the Senior Records and Information Management Specialist on a variety of subjects. Attend meetings and seminars on records and information management issues as a representative of FHFA. Brief the Supervisory Records and Information Management Specialist and the Senior Records and Information Management Specialist on new developments of interest to FHFA. Write Statements of Work, Requests for Quote, and Requests for Information, and serve as a Contracting Officer Representative (COR) and/or alternate on contractor-supported initiatives related to records and information management. Perform other duties as assigned.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below: Experience: I qualify for the EL-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Developing and delivering records and information management training to employees and contractors on records and information management practices, policies, procedures, and Federal requirements. Working with senior executives, office Records Liaisons, individual offices, and users in the development and review of record and information management policies, procedures, guidelines, training, organizational file plans, records schedules development, and development and maintenance of records-related standard operating procedures. Collaborating in the design, development, maintenance, and/or implementation of an electronic records and information management system for an agency or organization, including developing training and other materials to ensure accurate use of the system. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
