You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Executive Suport Saff, C-1100 of NORFOLK NAVAL SHIPYARD.

Duties

You will counsel employees and provide follow up services for employees who submitted claims to the Office of Workers' Compensation Program (OWCP). You will review FECA claims during the initial post injury phase to determine the facts of injury, monitor the use of continuation of pay and to ensure periods of disability are substantiated by documentation. You will review complex injury compensation issues through coordinated efforts.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying FECA program, research, investigation, reviewing injury data, and gathering information related to FECA and workman's compensation issues. Experience applying laws, regulations related to workman's compensation and FECA. Experience providing guidance and assistance to employees and managers/Supervisors in the administration of FECA program as it relates to occupational injury, illness, diseases compensation claims. Experience utilizing creative thinking, complex problem-solving methods and techniques. Experience resolving complex injury issues through management, employees and attending physicians. GS-07: Experience applying a wide range of employee relations theories, concepts, laws, rules, regulations, precedents, and procedures to perform a variety of difficult assignments. Experience applying a wide range of personnel management theories, principles, laws, rules, regulations, and procedures sufficient to identify interrelated problems, draw conclusions, and recommend appropriate courses of action. Experience researching and fact-finding to investigate, evaluate and analyze documentation to provide advice/guidance regarding benefits and to substantiate or controvert claims. Experience creating or initiating return to work programs and developing and delivering FECA training. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09: Successfully complete master's degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

GS-07: Successfully complete one full year of graduate level education or superior academic achievement.

A combination of experience and graduate education as described above that equates to one year of experience.
