You will serve as a Financial Management Analyst in the Accounting Department of NAVMED OPER TRNG COMMAND.
Duties
You will apply functions, goals, objectives, work processes, and funding sources to needs to anticipate.
You will apply work independently on routine, continuing assignments.
You will utilize financial oversight and budget formulation in order to analyze changes in program plans.
You will us compile, analyze, and summarize financial or budget information related to assigned areas of financial programs.
Perform specialized work involving administrative work in connection with accounting systems, tracking/control of funds for special programs, payroll and benefit systems.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing automated systems (e.g., management information system, Microsoft Word, Excel, PowerPoint, Access) to extract information.
Performing routine accounting and civilian payroll formulation and justification functions.
Monitoring and reviewing obligations, expenditures, reimbursable orders and end of year closing.
Reviewing and evaluating budget requests, control, and reporting of obligations and expenditures.
Formulating budget and cost estimates to support organizational plans, programs and activities.
Experience government financial systems to ensure accuracy and reconcile any discrepancies.
Experience reviewing and reconciling financial statements in compliance with existing federal laws, regulations and requirements.
Experience delivering high-quality customer service to command customers.
Experience using Microsoft Office Suite programs to present financial and procurement status.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Master's or equivalent Graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience are qualifying for grade levels and positions for which both education and experience are acceptable (i.e. where education can be substituted for experience).
