This position is located in the Office of the Associate Director for Management and Operations (ADMO), Vaccine Research Center (VRC), National Institute of Alergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), US Department of Health and Human Services (DHHS).
Duties
If selected for this position, you will perform the following:
Serve as a Team Leader for at least three administrative (GS-0301 or GS-0343) employees at the GS-09/11/12 levels responsible for providing administrative support to VRC laboratories and PIs, and provide expert management analysis services across all VRC organizational elements;
Design and conducts comprehensive management studies where the boundaries of
the studies are extremely broad and difficult to determine in advance; develops the
actual limits of the project as the study proceeds; and identifies and proposes solutions
to management problems characterized by their breadth, importance, and severity, and
for which previous studies and established management techniques were frequently
inadequate;
Initiate and execute very complex administrative/management projects, utilizing
expert skills in studying work methods, administrative guidelines, procedures,
utilization of human resources, work assignments, delegations of authority,
management controls, information and documentation systems, etc.; analyzes and
evaluates findings and recommends more efficient, effective, and economical ways to
accomplish workload and program objectives; participates in planning sessions,
contributes management oriented expertise in discussions of innovative ways and
means of carrying out assigned programs, new programs, etc., and provides expert
advice on the administrative and management implications of policy and program
proposals;
Establish and maintain contacts with other Government agencies, and private
organizations to exchange information on management planning objectives and other
management planning and control systems/processes related to assigned areas;
researches and identifies new concepts and techniques; monitors activities identified
for special interest and keeps supervisor informed of developments through
conferences and briefing papers; and develops organizational charts, contact lists,
milestone charts, budgets for work modules, schedules, and other information to
facilitate monitoring and carrying out key projects.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
To qualify for the Lead Management and Program Analyst GS-0343-13 level, you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing administrative and program support to support organizational and administrative management programs and policies; analyzing the effectiveness of programs or operations in meeting goals and objectives; leading or participating in projects to accomplish work activities; coordinating work activities with other staff, management officials, or organizations; and serving as a team leader for other staff.
