Duties
Leads a group of IT Specialists engaged in providing application programming services for Automated Information Systems (AISs) supporting the business needs of the DLA user community.

Analyzes user requirements to identify needs, evaluates technical feasibility, suggests alternate approaches, and develops solutions in terms of software design.
Provides advice on the impact, risk and risk mitigation of software development decisions, plans, schedules, designs and specifications.
Provides technical expertise during both system architectural design and software development.
Develops design specifications and documents Computer Software Configuration Items (CSCIs).
Designs applications to meet security and privacy requirements.
Develops and maintains large portions of operating manuals/procedures prescribing uniform implementation and operation procedures for a new or revised AISs.

Qualifications
To qualify for a Lead IT Specialist (APPSW), your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applies new developments to previously unsolvable problems; makes decisions or recommendations that significantly influence important agency IT policies or programs. Analyzes test results and prepares Software Test Reports. Analyzes benefits and costs of in-house versus contract work. Serves as primary liaison between customers, vendors and IT management throughout the development process. Prepares Software Test Descriptions and test data for Computer Software Configuration Item (CSCI) Testing.
