The primary purpose of this position is to serve as an Administrative Officer for Nursing Operations (Patient Aligned Care Team, Community Living Center, Specialty Care, Urgent Care, Infusion Clinic, Occupational Health, and Ambulatory Surgery) at the Aleda E. Lutz Veterans Affairs Medical Center.
Duties
VA Healthcare System Serving Ohio, Indiana and Michigan (VISN 10) advocates for a Whole Health System of care in each of the Medical Centers. The primary purpose of this position is to serve as an Administrative Officer for Nursing Operations (Patient Aligned Care Team, Community Living Center, Specialty Care, Urgent Care, Infusion Clinic, Occupational Health, and Ambulatory Surgery) at the Aleda E. Lutz Veterans Affairs Medical Center. The employee reports directly to the Associate Chief Nurse (ACN) for Nursing Operations. The AO position will support all of these areas, which have a combined FTEE total of 350+. The AO serves the Nursing Operations as a coordinator, advisor, analyst, planner, and troubleshooter. The AO has the principal responsibility to assist the ACN, Nursing Operations, by fulfilling administrative duties for all areas that fall within the Nursing Operations service line.
Duties include but not are not limited to:
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the
conduct of administrative support functions or program operations.
Knowledge of organization, directives, regulations, policies and procedures of the Department of Veterans Affairs, Aleda E. Lutz VA Medical Center, to carry out the administrative responsibilities of the position.
Operational awareness of Title V, Title 38 and Hybrid Title 38 leave systems and programs (e.g., Family Medical Leave Act, Leave Transfer, Advanced Sick Leave, leave without Pay, etc.), including providing guidance to employees and management officials.
Ability to identify problem and potential problem areas based on daily observance or studies.
Analyze and measure the effectiveness, efficiency, and productivity of administrative programs
Develop written and oral communication
Communicate ideas effectively both orally and in writing to present findings, advisory opinions, and make clear and concise recommendation to a diversified group of professions, technical and administrative personnel at all levels of the organization and
outside agencies.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in health services administration; Experience with writing reports; Experience preparing contracts; Experience in identifying problems and recommending solutions.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree,

2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. You must submit your transcripts to show you meet the education requirements

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lowest grade level to qualify at the GS-9 level.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in determining budgets, monitoring supplies, equipment, and various expenses; Experience with coordination and monitoring of recruitment and hiring of staff; Experience with team-leading, facilitation and coordination of projects and programs. ;Experience with writing and review of a variety of official correspondences, Policies and Procedures
