Duties

Records results in compliance with MTF/DTF training documentation policies. Performs internal audit of data access and use the findings to detect and deter breaches. The incumbent must provide both strategic and tactical program direction, and exercise authority over all components as necessary, to accomplish ePHI security compliance Develops guidance and assist in the identification, implementation, and maintenance of policies and procedures for local implementation of the DoD HIPAA regulatory and public law requirements. Collaborates with healthcare professionals and applicable administrative staff to ensure appropriate security measures are in place to safeguard PHI. Documents outcomes of investigations, sanctions, and corrective actions taken.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Health System Specialist: Specialized Experience: One year of specialized experience which includes conducting privacy risk assessments IAW medical treatment facility regulations/policies; conducting privacy training for all employees of medical treatment facility; identifying potential areas of compliance vulnerability IAW with HIPPA; and recommending patient information protection measures within the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
