This position is in the Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Mid-South Health Care Network (VISN 9), Louisville VA Medical Center (VAMC), in the Service of the VA Community Care Office (VACC). This program is complex in nature, requires an advanced level of understanding and knowledge of large health system principle, implications to the Affordable Healthcare Act, and uses substantial agency resources.
Duties
The central components of this position are completion and tracking of assignments related to patient flow, patient access, consult management, continuous process improvement and performance metric management. Tasks are accomplished through education and training, ongoing management of contracts and agreements, coordination of community care, identification of problem areas, review and analysis of data concerning clinical service activities and review of current practices and trends.
Provides executive support and coordinates activities and action across multiple services.
Involves data collection, goal setting and statement of direction.
May be asked to serve on medical center committees pertaining to either administrative or clinical matters to represent the interest of Community Care Service.
Acts as the liaison with the human resources office concerning personnel-related matters.
Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions.
Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Assist staff members with travel documents, how to use CONCUR, upload documentation needed for reimbursement.
Act as a timekeeper back up this entails completing timecards, educating employees how to complete leave request, act as a liaison when there is a pay issue.
Provides budget and financial management for VACC and all its programs. This includes budget formulation, justification, and execution for financial management and financial reporting.
Responsible for management of all resources including FTEE, overtime and fund control points to ensure that resources are utilized within established ceilings and guidelines.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing executive support and coordinating activities and action across multiple services; providing data collection, goal setting and statement of direction; and participating in strategic planning for assurance of an improved execution of health care delivery system.

Education: Applicants must have a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR a LL.B or J.D., if related. Education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
