This position is located in the Lower Potomac Field Station, in Lorton, Virginia.
This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
Provide leadership and motivation including the technical and administrative supervision of assigned employees.
Responsible for administration of a variety of management programs such as diversity, budgeting, workforce planning, safety, upward mobility, cost reduction, sick leave, EEO, drug and harassment free workplace, overtime usage, employee engagement etc.
Provide direction, coaching, and support to facilitate problem solving and accomplishment of Field Office goals and programs.
Make decisions which recognize the competing uses of BLM administered lands and resources and the interests of local, Tribal, and State government, Congressional staff.

Qualifications
In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience.
Specialized Experience GS-13: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing technical and administrative leadership, direction, and/or motivation of assigned employees; (2) administering and/or managing multi-disciplinary natural resource programs; (3) drafting and implementing guidance materials for program areas that identify major emerging issues, options, and/or strategies; and (4) coordinating and/or interacting with Federal, State, and local government officials, local interest groups, and the public to raise awareness of resource management activities.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
There is no substitution of education for experience at the GS-13 grade level of this announcement.
