Duties
Manages and directs analytical support provided to the Accounts Payable organization, including crossover with Entitlement, Maintenance, and Funds Requirements.
Oversee, monitor, and evaluate studies and data analysis of work outputs performed to identify weaknesses in Accounts Payable operations and internal payment/accounting policies and procedures.
Monitor and evaluate financial systems support to ensure compliance, internal controls, and optimal operating procedures to develop standard work processes, Standard Operation Procedures (SOPs), and Letters of Instruction (LOI).
Identify and provide of training to clerical and technical personnel to develop process modification and work-a-rounds in response to problems arising within an Enterprise Resource Program (ERP) environment.
Support improvement of the organization’s productivity through management of process improvement projects and studies to enhance work products, services, pay systems, and pay processes.
Promotes agency-wide efforts to include audit readiness and strategic planning utilizing the Operations Business Model and budget, output and productivity management information.
Plans, manages and supervises the assigned branch or division staff which consists of administrative personnel at the GS-11 level.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS 12: Specialized experience at the GS-11 grade level is defined as: analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; conducting reviews of financial policies, guidelines, data and documents in order to analyze the impact of financial legislation on finance/accounting operations; analyzing and evaluating operation reports from financial systems; and providing recommendations to management on improving finance/accounting operations.
GS-12 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
