This position is within the Background Investigations Chief of Staff office and performs a wide variety of administrative, analytical, logistical, and mission support activities.
Duties
As a SUPPORT SERVICES SPECIALIST you will be responsible for the following duties:
- Responsible for planning, carrying out and facilitating a range of complex projects, conducting research/analysis, as well as, coordinating and executing critical executive secretarial functions to support the BI mission.
- Develops, writes, adapts, and updates existing standard operating procedures and guidance related to ExecSec administrative projects.
- Develops new approaches, forms/attends working groups and conduct meetings and training, to resolve complex productivity problems and issues.
- Researches, develops and gains approval for new tools and software to improve efficiency and productivity for BI's administrative professionals.
- Support the records life cycle, by collaborating with the DCSA Records Manager, and serves as BI's Records Manager/Coordinator.
- Develops plans and methods for reducing the backlog of historical hardcopy records into the electronic records management system.
- Serves as a point of contact for the BI CATMS task management and tracking process.
- Disseminates guidance, conducts training and recommends modifications to improve, or develop new internal guidance for BI CATMS users share successful methods with DCSA CATMS team.
- Tracks staff actions and works across all BI portfolios to ensure timely completion of critical tasks.

Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.

Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Qualifications
This position has a Basic Requirement for the 0342: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Providing technical and administrative support consisting of human capital data reviews, process development and improvement, records management, and meeting planning and facilitation. Identifying and analyzing personnel/workforce and manpower data, using quantitative and qualitative techniques to inform on operational decisions and requirements. Building and maintaining relationships with a diverse body of internal/external customers using problem solving principles, techniques and tools to provide support and lead workforce and technical initiatives. Reviewing, auditing, and creating guidance memos, SOP's and meeting minutes to communicate mission activities and initiatives.
