Duties
Plan, develop, and conduct staff advisory services which include inter-related line functions of substantial technical complexity; resolve emergent financially-related issues impacting local DLA support to the customer.
Work with DLA, Navy and/or other activity groups in the preparation and execution of the detachment management and financial processes.
Participate in the day-today administration of administrative budget or financially-related operations, reviewing plans and programs for propriety and feasibility.
Use analytical techniques and evaluation criteria to provide for the measurement and improvement of detachment program cost effectiveness and productivity.
Conduct special projects, studies and surveys to identify and recommend best practices.
Develop and recommend changes in work methods, organizational structures and processes to resolve problems and improve services and operations.
Monitor and provide technical guidance and serve as the administrator for local DLA for the Defense Travel System (DTS)/Employee Activity Guide and Labor Entry (EAGLE) and reconciles any issues.
Requirements

- Tour of Duty: 1st shift, Set scheduled, 6:30 a.m. to 3:00 p.m.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
Recommend changes, adjustments and improvements needed to ensure accomplishment of major program goals and objectives.
Coordinate planning and policy changes with affected organizations.
Use of Defense Travel System (DTS) and Employee Activity Guide and Labor Entry (EAGLE) payroll system.
Interpret and adapt guidelines to conduct studies for preparation of work papers and in drafting reports.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
