About the Position: Serves as a Security Cooperation Program Manager responsible for planning, coordinating, and supervising security cooperation activities, liaising with Partner Nation Liaison Officers, offering subject matter expertise in political-military affairs, managing the Military Personnel Exchange Program (MPEP) and the School of Other Nations Program (SON), and overseeing personnel exchanges.
Duties
Serves as the Senior Advisor for the International Military Affairs (IMA) Division within the Security Cooperation Directorate.
Responsible for planning, coordinating, and supervising security cooperation activities and events to execute the command’s Security Cooperation mission.
Provides oversight for Chief of Staff of the Army (CSA) directed bilateral Army-to-Army Staff Talks and other security cooperation activities throughout the AOR.
Supervises and coordinates the activities of all IMA involvement in the performance of multi-national activities.
Serves as the senior sponsor and liaison for Partner Nation Liaison Officers (PNLO): Assist four PNLOs with administrative, medical, and occasionally personal issues while the officer is assigned to ARSOUTH in the United States.
Handles duties that are sometimes sensitive in nature, requiring close coordination with other Army Commands, various U.S. Embassies in the AoR, U.S. Consulates, Ministries of Foreign Defense, Ministries of Foreign Affairs and partner nation defense.
Oversees and manages the administration of the Military Personnel Exchange Program (MPEP) and School of Other Nations Program (SON) .
Research and analyze current events having political-military significance, focusing on government institutions and their influence on U.S. Army activities in the AOR.
Supervises, assigns, directs, and evaluates the work of military personnel and one civilian within the IMA Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY travel is required up to 25% of the time.
- Travel requires official passport, immunizations and personnel recovery training in accordance with US Army South policies.
- Must be able to obtain and maintain an Official US Passport.
- Must file a Confidential Disclosure Report, Standard Form 450 within 30 days from occupancy of the position and annually thereafter.
- The position requires DoD SC Workforce (SCW) Certification-SC Planning, Oversight and Execution Management (AOC) Basic Level1 Certification.
- Top Secret clearance Executive Order 13526 is required.
- This is a Drug Testing position.
- A Supervisory Probationary period is required.

Specialized Experience: One year of specialized experience which includes which includes Planning or implementing security cooperation programs with foreign partners; ability to coordinate and evaluate such programs to achieve strategic effects in target countries; Providing recommendations regarding the feasibility, prioritization, and/or resourcing of multi-year programs with foreign partners. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
This position has selective placement factor which must be met prior to employment and for continued employment. This position requires fluency in the Spanish language.
