You will serve as a SUPERVISORY MANAGEMENT ANALYST in the SHORE PROGRAM DEPARTMENT of NAVY MANPOWER ANALYSIS CENTER.

Duties

You will develop techniques and methods to evaluate, measure and improve the effectiveness of work related programs, functions and studies. You will develop plans, policies and other guidance and applies analytical techniques and methods to assignments to provide expert evaluations and recommendations regarding shore manpower requirements determination programs. You will allocate available financial, personnel, material and information resources You will provide supervision and direction to the SMRD Study Division and assist in managing the Navy's complex and multi-facet manpower programs that govern administration of Total Force Manpower Requirements and Manpower Authorizations. You will develop and present briefs and presentations to various audiences.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting studies to determine efficiency, effectiveness or productivity of manpower program; 2) Advising personnel on manpower requirements determination, military and civilian end strength allocation, and manpower authorization management; 3) Developing solutions to manpower program issues; and 4) Allocating financial, personnel, material and information resources to execute manpower programs.
