You will serve as a PROGRAM ANALYST (MAINTENANCE SYSTEMS) in the FLT MAINTENANCE DIV
of COMMANDER US FLEET FORCES COMMAND.
Duties
You will identify and maintain requirements baselines.
You will coordinate functional requirements.
You will align Automated Information Systems (AIS) to functional requirements.
You will analyze systems for duplicity and opportunities for consolidation.
You will prioritize requirements in support of the Program Objective Memoranda (POM)/Purchase Request (PR) process.
You will lead Business Process Reengineering events.
You will establish required capabilities in support of mission outcomes.
You will ensure deployed systems are sustained operational.
You will communicate IT maintenance requirements and capabilities to O-7 /8/9 and ASN/OPNAV staffs.
You will serve as the Fleet Maintenance Leader for higher authority IT and business process related executive committees and working groups comprised of 0-6/GS-15 personnel.
You will provide technical support and advice on the development, testing, deployment, and life cycle management of all new or enhanced AIS used in support of Fleet Maintenance.
You will routinely direct project meetings, prepares agendas, establishes POMs, and prepares complex point papers as necessary.
You will serve as command Fleet Maintenance/Product Lifecycle Capability lead for the Department of the Navy Representing USFF.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using advanced management and organizational principles and practices while using planning, programming and budgeting regulations.
Experience analyzing highly complex programmatic issues and developing a plan of action to resolve it.
Experience directing/leading broad studies involving multiple disciplines and policies that affect all major command mission areas.
Expert knowledge of laws, regulations, policies and mandates to support Navy maintenance requirements in various DoN and DoD meetings/working groups, and or other planning activities responsible for information technologies and implementing procedures.
Experience interpreting external management policies and directives.
Experience examining results and effectiveness of IT programs and provide critical assessment for appropriate adjustment, modification and elimination as necessary.
Expert knowledge of the IT Modernization process, including Fleet Readiness, Training and acquisition requirements.
Expert knowledge of the administrative processes, cybersecurity directives, and documentation requirements of Logistics and Maintenance Management Information Systems (MIS).
Expert level of understanding of the entire Navy's maintenance process, maintenance policies, maintenance management procedures, and systems instructions that generate the data elements, data flow, reporting forms, and requirements.
Expert knowledge of the Maintenance and Material Management (3M) policy and process as well as the qualitative and quantitative analytical methods required to support analyzing and reporting material readiness.
